Abstract

Abstract

Kerala, India, celebrated for its natural beauty and cultural heritage, presents significant opportunities for tourism-driven rural development. However, marginalised village communities often remain peripheral beneficiaries of tourism growth. This paper examines an innovative model of budgeted tour operations facilitated by Kerala’s cooperative tourism sector in collaboration with banking cooperative societies, aimed at enhancing accessibility, inclusivity, and community empowerment.

Adopting a multidisciplinary approach integrating economics, sociology, and sustainable development, the study investigates the operational mechanisms, financial arrangements, and socio-economic impacts of cooperative-based tourism. Drawing on literature, policy frameworks, and empirical case studies, the research explores how tourism and banking cooperatives collaborate to democratise tourism benefits and foster local development.

Findings indicate that cooperative budgeted tourism can enhance economic inclusion, social capital, and sustainable livelihoods among village communities, while challenges persist regarding scalability, resource management, and institutional coordination. The paper concludes with policy and practical recommendations for replicating and scaling this model in other regions, contributing to the discourse on sustainable tourism, cooperative enterprise, and inclusive rural development.
