Abstract

Transportation in any country is one of the most important and infrastructural parts of national development, so experts and economists believe that without a dynamic and advanced transportation system, it will not be possible to achieve the goals of economic development. Today, the reduction of financial and human losses, the increase of reliability, and safety of transportation systems have been considered by many industry owners. In the meantime, one of the most important concerns in transportation is the safe transportation of passengers or goods, because the slightest neglect of it will have very dangerous
environmental and human consequences. Studies have shown that risk assessment is a good way to achieve these goals.

The most important factor in creating the risks of road transport in any country is one of the most important and infrastructural parts of national development so that experts and economists believe that without a dynamic and advanced transportation system, it will not be possible to achieve economic development goals.

The railway is the best and safest means of transportation in all ways and means of communication, such as roads and highways and air and sea routes. is the safest mode of transportation, but for reasons such as manpower error, signal, and communication system errors, poor quality of lines and technical buildings, etc., sometimes this method of transportation is also faced with risks and accidents.

The occurrence of such accidents often puts different levels of railways at risk, although many safety measures can be taken to prevent many of these accidents or to reduce their harmful effects, it can never be avoided, they made sure. Therefore, how to deal with accidents and ways to reduce accidents is very important, one of the key tools in reducing transportation accidents is risk management, which all developed countries pay serious attention to it.

This paper introduces this paradigm and recommends actions that will enable security considerations to become an integral part of transportation risk management.
